To make it easier the Governor has provided the code of scdor123 to be typed in the authorization block, which will allow you access. You will then be asked for information to set you up for the free monitoring. According to the Governor, you will be contacted by the company later to set up your dependents on a family plan which will also be free. If you do not have a computer, you can call the number provided and advice the customer service representative of your lack of internet access and they should help you with this process.
