On November 13, 2012 at approximately 6:15 am the Greenville County Sheriff’s Office responded to Jordan Road regarding a 5-week old child believed to be deceased. The parents of the child awakened to find the child not in her bassinet in their bedroom. The mother of the baby went to the living room of the home to find the baby in between the cushions of the couch with the baby’s grandmother on the couch asleep with the child. A death investigation was launched by the Greenville County Sheriff’s Office. According to the arrest warrant of 50-year old Debra Ann Slacks, investigators obtained documented evidence and recorded statements which implicated Ms.Slacks as the person who took responsibility for her 5-week old grandchild after knowingly consuming alcoholic beverages. Ms. Slacks, while entrusted with the child’s care, fell asleep with her grandchild on the couch allowing the infant to slip from her arms and slide behind the cushion of the couch which resulted in her death. Ms. Slacks was arrested earlier today for unlawful neglect of a child and transported to the Greenville County Detention Center where she awaits a bond hearing. If convicted, Ms. Slacks could face up to 10 years in jail.

Halloween is once again upon us. Sheriff Loftis would like to provide these basic safety tips so that your trick-or-treating experience is a not only a great adventure and safe night for you and your children.

You or a responsible adult should always accompany children ages 12 and under when trick-or-treating.

- Ensure costumes fit well, are flame retardant, and never obscure visibility.
- Have your trick-or-treater wear reflective clothing and/or carry a light or glowstick.
- Children over the age of 12 who are responsible enough to go without you, should stay in groups, follow an agreed upon route, and watch for cars.
- Check our website, www.gsco.org , for registered offenders residing in the area.
- Teach your children to never enter any home without you or without your permissions and only approach homes that are well-lit.
- Remind your children to stay in well-lit areas, never take shortcuts, and never go into isolated areas.
- Let your children know to tell you or a trusted adult if they see anything weird or unusual.
- Teach children to bring treats home before eating them. Eat only factory-wrapped treats unless you know the giver well.
- Teach your children to say NO and GET AWAY from any person or situation making them feel scared, uncomfortable, or confused; even if it means yelling, kicking, attracting attention or any other means of resisting. Trust their feeling, and be sure to tell a trusted adult.

The Greenville Enforcing Underage Drinking Laws Coalition announced the fourth wave for the underage drinking enforcement and education campaign called “Underage Drinking. Adult Consequences” will start October 18 and run through October 31. The upcoming Enforcement and Public Education wave theme is meant to encourage a safe and sober Halloween for youth and young adults under 21 years old. Law enforcement will also focus efforts around high school football games and possible parties that occur after those football games. Thus far, the campaign has made a serious impact. There were more than 699 operations resulting in 180 citations or arrests during the first three enforcement and education waves, which were held in April, June, and August 2012.

As with the previous three waves, the focus of fourth wave is on individuals under 21 years old who still have not received the message that it is against the law for them to possess, purchase, or consume alcohol. It is also against the law for anyone, regardless of his or her age, to give or sell alcohol to that same group of individuals. The campaign premise is based on research that has shown that strict enforcement coupled with public education reduces alcohol related crashes and use of alcohol by individuals under 21 years old.

Law enforcement will be conducting increased party patrols to stop the drinking before it begins. Should anyone decide to drive after drinking alcoholic beverages, deputies, and officers will be patrolling and holding public safety checkpoints to apprehend impaired drivers. “In South Carolina, the presumptive limit for an adult driver’s BAC is .08, while the BAC must not be .02 or greater for drivers under 21 years old.” stated Matt Smith, the 13th Circuit Alcohol Enforcement Team Coordinator. “ Anyone under the minimum legal drinking age of 21 years can be ticketed or arrested if law enforcement finds that they have been consuming any alcohol.”

Besides being against the law, alcohol use by those under 21 is a major public health problem. “According to CDC underage drinking facts about underage drinking, there were 189,000 emergency room visits by this group due to injuries and other conditions linked to alcohol.” said Curtis Reece, Manager of Prevention Services at The Phoenix Center of Greenville. “The sad thing about this fact is that that group should not even consume alcohol, yet people aged 12 to 20 years drink 11% of all alcohol consumed in the United States.”

In late 2011, the National Highway Traffic Safety Administration (NHTSA) awarded the Greenville Enforcing Underage Drinking Laws Coalition a special enforcement grant in an effort to save more lives on local roadways. The Greenville County Alcohol Enforcement Team (AET) is responsible for enforcing the underage drinking laws as a part of the cooperative agreement between NHTSA and the Greenville County EUDL Coalition.

The Phoenix Center of Greenville prevention staff coordinates the Coalition and the grant activities. After the upcoming October enforcement wave, there are two more waves planned every other month before the grant ends in January 2013.

The Greenville County Sheriff’s Office Vice and Narcotics Unit obtained information that a methamphetamine laboratory may be present at a Pelzer home located at Garrison Road. Through the course of the investigation investigators were able to obtain consent to search the residence where, according to the attached arrest warrants, found items commonly used in the manufacturing of methamphetamine. Investigators also located a waste disposal site on the property of the home. The arrest warrants further state that the residence does house 7 children, 2 of which are infants. At least 5 of those 7 children were present at the time the home was searched. As the result of the investigation, four suspects were arrested and each were charged with manufacturing methamphetamine, disposal of methamphetamine waste and the unlawful manufacturing of methamphetamine in the presence of a minor child.

21-year old Abigail Arellano of Pelzer, 31-year old Alicia Nicole Dees of Pelzer, 37-year old Gregg Lea Johnson of Pelzer and 21-year old Michael O’Dell Thomasson of Simpsonville were arrested and taken to the Greenville County Detention Center where all four suspects are being held on $25,000.00 bond each.

The Department of Social Services was called to the residence where a safety action plan was drafted and all 7 children turned over to the custody of a family member.
