Woman Kidnapped and Sexually Assaulted in Charleston County

On February 26, 2011, members of the Charleston County Sheriff’s Office responded to Cartwright Dr. in reference to a sexual assault. The victim, reported that she was kidnapped and sexually assaulted by Cecil Cortez Kinsey Jr., who is her next door neighbor. The victim reported that she was walking on Ponderosa Dr. heading to see her boyfriend who lives on Argonne St. when Kinsey stopped and offered to give her a ride. She accepted the ride but when he pulled out of the subdivision he headed in the wrong direction. The victim stated that she told Kinsey several times to take her to her boyfriend’s house on Argonne St. but Kinsey took her to Limehouse Boat Landing where he locked the doors with her belt, pulled off her pants and underwear and then assaulted her. She reported that she tried to push Kinsey off of her but he was too big and he held her down and confined her against her will. She also reported that when the assault was over Kinsey dropped her off on Argonne St. When the victim arrived at her boyfriend’s house she contacted her brother who contacted the victim’s mother who then called the Sheriff’s Office. The victim was able to show deputies where the incident occurred and where the suspect lived. At the boat landing deputies were able to recover evidence of the assault.

Kinsey was arrested his residence without incident after he was positively identified by the victim, as the suspect that had kidnapped and sexually assaulted her. The victim was taken to MUSC where she was treated and released.
